The NACOE S73 Project: Navigating Sustainability for Structures outlines how the Queensland Department of Transport and Main Roads (TMR) can reduce embodied carbon in road transport structures and meet whole-of-government emissions reduction targets through practical, data-driven actions. The report identifies immediate and emerging opportunities, particularly in concrete decarbonisation technologies such as increased use of supplementary cementitious materials and geopolymer concretes, and proposes mechanisms to support their adoption, including a draft Technical Note 59 on low carbon concrete and an innovation assessment process for sustainable products. It also evaluates the quality of materials usage and embodied carbon data, finding generally strong quantity data but variable emissions factors, and provides strategies to embed sustainability into structural design and early decision-making. Overall, the report delivers guidance, tools, and lifecycle-focused approaches to enable measurable carbon reductions and improved sustainability outcomes across TMR’s structural assets.
