Historically in Queensland concerns have been raised regarding the ability to produce lightly bound pavement materials (with a UCS between 1 and 2 MPa) using 'standard' general blend (GB) cement – typically general-purpose cement with either 25% or 30% fly ash. The primary concern was the ability for pugmills to reliably produce lightly bound materials at the low percentages often resulting from the mix design process. Typically, pug mills in Queensland need to blend a minimum of 1-1.5% binder to ensure uniform mixing.
